Maximising Your Chances of Securing Libraries Improvement Fund (LIF) Funding

The Libraries Improvement Fund (LIF) is part of the UK Government’s commitment to ensuring that communities have access to modern, inclusive, and well-equipped library services. With £5.5 million available, this funding offers an opportunity for local authorities and their partners to upgrade both physical and digital infrastructure, thereby enhancing library services for future generations.

LIF offers grants between £50,000 and £500,000 to support capital expenditure to transform library environments. This includes improving accessibility, refurbishing outdated facilities, expanding digital capabilities, and creating engaging spaces for learning and community interaction.

Who Can Apply?

Lead Applicants: Local Authorities in England responsible for submitting applications on behalf of library services as defined under the Public Libraries and Museums Act of 1964.

Potential Partners: Community-managed libraries, mutuals, and other commissioned structures are encouraged to participate but must apply through a Local Authority.

Scope: Applications can cover one or multiple branches, ensuring broad community impact.

How to Maximise Your Chances of LIF Success

Securing LIF funding is competitive, but with a strategic approach, you can significantly increase your chances of success. Here’s how:

1. Align Your Project with LIF Objectives

Ensure that your proposal clearly demonstrates alignment with LIF’s goals, which include:

  • Enhancing accessibility and inclusivity.
  • Modernising infrastructure to meet changing user needs.
  • Creating digital innovation and improved library services.

2. Demonstrate Community Impact

Highlight how your project will positively impact the local community. Evidence of:

  • Increased engagement with diverse audiences.
  • Improved learning opportunities.
  • Enhanced digital literacy and inclusion.

3. Showcase Long-Term Sustainability

Emphasise how the project will provide lasting benefits beyond the funding period. Address maintenance plans, future operational sustainability, and ongoing community engagement.

4. Incorporate Partnership Funding

While partnership funding is not a requirement, applications that secure additional investment are viewed more favourably. Explore collaboration opportunities with community organisations, educational institutions, and other stakeholders.

5. Address Potential Challenges

Identify potential risks and outline mitigation strategies to show preparedness and reduce uncertainty for funders.
